The 'responsible person' is the person ultimately responsible for fire safety as defined by the Regulatory Reform (Fire Safety) Order 2005. It can be an employer or an employee of the company concerned.  This person must be competent to assess the risks if they are carrying out the assessments in their own right.

A 'third party risk assessor' is a person who is not an employee or director of the company concerned but acts for the responsible person in assisting compliance with the requirements of the Fire safety Order.
